Canon Law (536) states that (1) after consulting with his presbyteral council, a bishop may judge that a pastoral council is to be established in each parish, over which the pastor presides and in which the Christian faithful, together with those who share in pastoral care by virtue of their office in the parish, assist in fostering pastoral activity.(2) A pastoral council possesses a consultative vote only and is governed by the norms established by the diocesan bishop.

Canon Law (537) requires that every parish should establish a Finance Council that will act as a consultative body in assisting the pastor in the administration of the goods of the parish, in providing accountability to the parishioners, and in assuring that the parish is in compliance with the norms of the diocese in order to maintain and promote the financial health of the parish.
